Lake Sihwa formed after the 12.6-kilometre seawall was closed in 1994 and spans Siheung, Ansan and Hwaseong. Water-quality failure led to gate opening and improvement measures, followed by the 2000 decision to abandon freshwater conversion and manage a seawater lake. Neither automatic recovery nor permanent failure is an accurate single story.
