Why Was Jamsugyo Designed to Go Under Water?

Ep. 3 · The lowest Han River bridge as a record of the city’s water level

The name Jamsugyo, or “submersible bridge,” is literal. It was placed far lower than other Han River bridges so that high water could cover it, allowing a promenade and a flood indicator to inhabit the same structure.

Seoul Future Heritage records that construction began in September 1975 and the bridge opened in July 1976 as the ninth crossing of the Han River. It is 1,225 meters long and 18 meters wide. While contemporary Han River bridges generally stood about 16 to 20 meters above the water, Jamsugyo was set at roughly 2.7 meters and accepted submersion during high water as a design condition. Banpo Bridge opened above it in 1982, completing the unusual two-level crossing seen today. The close-to-water viewpoint enjoyed on a calm afternoon is therefore not merely a scenic gesture; it comes from this low engineering decision. Follow the repeated columns with your eyes, compare the lower road with traffic on the upper deck, and two different periods of Seoul’s transport planning appear in one view.

The bridge changed when boats needed passage

A very low bridge gains proximity to the river but creates constraints for ships and changing water levels. The heritage record says that in 1986 the central portion was raised into an arched form so cruise boats could pass. The completed bridge was not treated as an untouchable object: it was adapted when the river acquired a new use. Observe the slightly raised center, the columns shared visually with Banpo Bridge, and the fountain equipment along the upper structure. Together they show that Jamsugyo is not an isolated promenade but infrastructure where transport, flood management and tourism continue to negotiate. In photographs, water can fill the background so completely that the roadway seems empty. On site, identify the pedestrian zone, traffic lanes and cycling movement before composing a picture. Never enter a road or cross a boundary to improve the angle.

A closure line gives the most accurate explanation

Jamsugyo often makes the Han River’s rising level visible to the public, yet visitors must not decide by eye that it still looks safe. Access management uses rainfall, official river gauges and discharge from Paldang Dam. If an entrance is closed or staff request a detour, do not cross a barrier for a photograph. Restrictions can remain after local rain stops because upstream discharge, mud, debris and slippery surfaces continue to matter. Check official Hangang Park and traffic information shortly before departure, and when rain is forecast do not make a full crossing essential to the day’s plan. Seeing the bridge closed is not evidence that the attraction has failed. It is the structure performing the condition for which it was designed and the city managing a live river rather than a decorative canal.

Separate the festival promenade from the everyday road

During car-free Jamsugyo events, the roadway can become a stage, walking route and resting place. That memorable transformation easily creates the false impression that the bridge is always pedestrian-only. Outside announced controls it remains an active transport route. Event hours, entry directions and permissions for bicycles or personal mobility devices must be checked for that specific occasion. On an ordinary day, use the marked pedestrian path and never step into traffic for a centered photograph. Combine the area with Seoraeseom or Banpo Hangang Park if weather and energy allow, but let each place work independently rather than forcing a complete circuit. Read this way, Jamsugyo is more than a bridge with an unusual name: it layers a 1970s flood decision, the 1980s double deck and boat passage modification, and today’s civic events into a living record of Seoul.
