Sabuk grew around coal. Workers, families, company housing, market, school, and rail concentrated around one industry. After mine closure, Kangwon Land's casino and resort became a central project for the former mining region. “The casino successfully replaced coal” cannot explain labor history, government policy, new social risk, and reliance on another dominant industry.
The Sabuk Incident was more than a wage dispute
In 1980, workers and families protesting company and union operation, wages, and treatment entered a large confrontation. Authoritarian politics, poor mining work and living conditions, and subsequent investigation and punishment belong to the account. Use official records and truth investigation rather than calling it only a riot or an uncomplicated heroic uprising.
Exceptional policy followed mine closure
Mine rationalization reduced population and commerce. Special law and public investment targeted abandoned mining regions; an exceptional casino accessible to Korean citizens was permitted in that context. Portions of revenue, taxes, and funds support development, but distribution and benefit are not equal for every resident.
New jobs and new costs arrived together
Hotel, gaming, security, cleaning, transport, and contractors created work. Gambling disorder, debt, long-term stay, and local economic dependence also appeared. Prevention, counselling, entry control, and national supervision are not side work separate from tourism; they are core institutions managing transition cost.
Walk outside the resort lights
Connect the market, housing, rail, mining traces, and labor memorials. Casino, hotel, ski, golf, local funds, and cooperation programs have separate accounts; verify fiscal year and scope. Citizen access remains subject to age, identification, entry, photography, and responsible-gambling rules. Do not recommend gambling as a way to finance travel, and include help information and personal loss limits. Avoid stigmatizing all residents as casino workers or problem gamblers. The Sabuk Incident and casino history are different periods, not a simple preface and happy ending. Sabuk shows the achievements, dependence, and responsibility produced by a substitute industry chosen after resource collapse.
