Gyoha and Unjeong are often marketed as one large new-town district, but they preserve different place names and stages of development. Older Gyoha settlements, early housing projects and the larger planned districts of Unjeong were not created at the same moment. Announcement, compensation and relocation, construction, first occupancy, opening of schools and shops, and arrival of metropolitan transport all followed different schedules. Parks and pedestrian axes improved the planned environment without eliminating long commutes or unequal access to stations. Compare old roads and place-name markers with newer blocks, and distinguish administrative boundaries, project names and real-estate labels. A rendering or approved plan should never be described as a completed neighborhood.
