Hoengseong Lake formed when the dam was completed in 2000. Water supply and flood control came with the submergence of villages in Gapcheon-myeon and the relocation of residents. The landscape contains both public benefit and displacement cost.
Manghyang Hill is more than a viewpoint
The memorial area remembers five submerged villages. Reading records of market roads and daily life changes the meaning of the water view.
The dam reorganized a living region
Roads, fields, and neighbor networks disappeared or moved. Call them homes vacated for a public project, not simply abandoned villages.
Changing water level is part of operation
Rain, drought, and water management alter the shore. Do not label every low level as damage; follow safety and access controls.
