An Automobile Overpass Became a Path for People

The railway around Seoul Station long divided neighborhoods to its east and west. Completed in 1970, the overpass carried cars rapidly above tracks and intersections. In an era when rising automobile ownership signified development, lifting congestion into the air appeared to be an urban solution.

A structure built for the speed of 1970

The overpass distributed traffic but left difficult pedestrian conditions below and reinforced separation between surrounding districts. As it aged, safety concerns emerged. Debate over demolition or preservation, vehicle traffic or pedestrian conversion, asked what a city should do when major infrastructure reaches the end of its first life.

In 2017, the user of the road changed

Seoul reinforced the structure and opened Seoullo 7017 in 2017. The name refers to a 1970 overpass reborn in 2017 and to seventeen pedestrian connections with surrounding areas. Walking space and planting replaced traffic lanes, changing both the speed of movement and the height from which the city could be seen.

Connection must be evaluated after opening day

Seoullo created another way to walk among Seoul Station, Namdaemun Market, Sungnyemun, and Hoehyeon-dong. Yet elevator and stair access, summer shade, and genuine benefits for adjacent businesses remain issues to assess. Urban regeneration is not a monument completed at its opening ceremony, but a process that requires continued use and correction.
