The other chapters of this series dealt with layers already settled. This one is unresolved. And this time the question points the other way.
The plan — remake the piers
The Incheon Inner Harbour Piers 1 and 8 redevelopment would convert roughly 429,000 square metres of the inner harbour into a marine cultural hub Fact. After the government set a basic redevelopment plan in 2012 it passed through several phases, and when a private-sector tender failed in 2016 it continued as a joint project among the Ministry of Oceans and Fisheries, Incheon City, LH and the Incheon Port Authority Fact. In effect it scales the warehouse-reuse logic of Ep.8 up to a whole waterfront Estimate.
The result — fixed, and empty
Its symbol is Sangsang Platform. A grain warehouse built in 1978 was remodelled into a large marine culture and tourism complex, opening on 19 July 2024 Fact. Yet the facility, with about 100 billion won invested, has faced prolonged vacancy since opening, and recruitment of tenants for its commercial space has failed twice in a row Fact. The building was revived; the inside is empty.
Another island
The core of the expert warning is connection. If Piers 1 and 8 are developed without reviving the old centre alongside, the finished redevelopment could become another isolated island Fact. The warning stings because the district’s own history ran the other way — as Ep.2 showed, this place worked when wharf and street were bound into one flow Estimate.
The ninth city, a different failure
Every city this series has walked has passed through the same question. Euljiro’s tool shops, the wharves of The Rocks, the Truman brewery on Brick Lane, Smithfield market, Choryang’s hillside roads, Red Hook’s warehouses, Yanesen’s empty houses, Dadaocheng’s road-widening plan — who decides the next layer of a working old district Estimate? Incheon is the ninth. But the direction of failure is reversed. In Dadaocheng the problem was that reuse worked so well that rents pushed the original trades out; in Incheon the problem is that reuse happened and nobody came to fill it Estimate. One question, two ways to fail.
Where the traveller stands
So how you walk this district carries weight. The staircases and alleys, markets and old shops walked from Ep.1 to Ep.8 will be there whether the pier redevelopment succeeds or fails Estimate. A trip that sees only the new facility and a trip that also walks the stairs and the market send different signals. Choosing the latter sits closer to wanting this district to remain a district.
